McKinney Approves Trinity Falls MUD Amendments and Outer Loop Annex Path

McKinney, Texas — Nov. 3, 2026. The McKinney City Council approved a resolution amending the agreements that govern Municipal Utility Districts (MUDs) No. 1 and No. 2 at Trinity Falls, updating related development and park agreements with Trinity Falls Holdings, LP, and directing the city manager to begin annexation of land in dissolved MUD 2A.

The item appears on the city's Legistar system as File No. 26-1069, a resolution on the Nov. 3 regular-meeting consent agenda. Legistar lists the file's status as Approved with a final action date of Nov. 3, 2026. Published meeting minutes on the meeting detail page were still marked draft / not finalized at the time of this report.

What the package covers

City staff materials attached to File 26-1069 describe three main pieces:

  • Fourth amendments to the 2012 creation and operation agreements for McKinney MUD No. 1 and MUD No. 2.
  • Second amendments to the 2022 Amended and Restated Development Agreement and a related park development and disbursement agreement with Trinity Falls Holdings, LP.
  • Direction for the city manager to initiate annexation of the area contained in dissolved MUD 2A.

Staff report that in early 2024 an adjacent owner — Shaddock & Shaddock, LLC and Master Developers Heritage Farms, Inc. — sought to bring a 106.516-acre parcel into Trinity Falls as Planning Unit 10. New lots would fall under Trinity Falls covenants and MUD taxation. The amendment raises the allowed single-family unit count across the districts from 5,304 to 5,683, an increase of 379 homes, and keeps a limit of no more than 2,000 lots narrower than 50 feet. City consent to annex that acreage into MUD No. 1 is part of the resolution package.

Separately, staff say approval starts the city's annexation of about 144.727 acres tied to a never-activated MUD 2A area along a stretch of the Collin County Outer Loop, after about 80 acres on and beside the Outer Loop are conveyed to the city under the existing agreement framework. Affected landowners submitted annexation petitions. Park-agreement amendments extend completion deadlines for certain Trinity Falls park improvements into 2027 and early 2028.

Trinity Falls covers about 1,600 acres in McKinney's extraterritorial jurisdiction. Its development agreement dates to 2006 and has been amended several times, most recently before this package in October 2023.

Status

Approved Nov. 3, 2026, per city Legistar File No. 26-1069 (status: Approved; final action: Nov. 3, 2026). Formal meeting minutes were not yet finalized on the Legistar meeting page when checked. Annexation of the MUD 2A area is directed to begin; Planning Unit 10 and the higher lot cap follow the conditions in the amended agreements, including annexation into MUD No. 1 where required.

What it means for nearby land

MUD amendments and Outer Loop-related annexation change who pays for infrastructure, when city standards apply, and how many lots a master plan can carry. For buyers and sellers near Trinity Falls or the Outer Loop segment described in the staff summary, the practical questions are remaining MUD capacity, tax exposure, and whether a tract sits inside the amended development agreement.
